PROCUREMENT OFFICER
Organizational Context
This Procurement Officer position is based in Laayoune within the United Nations Mission for the Referendum in Western Sahara (MINURSO). The role operates under the supervision of the Chief Procurement Officer, contributing to the mission's operational support through effective procurement and contract management.
Job Purpose
The Procurement Officer is responsible for planning, developing, and managing all procurement and contractual aspects of complex projects involving diverse services and commodities globally. This includes advising on procurement processes, evaluating bids, making award recommendations, and resolving issues within the procurement cycle. The role involves conducting market research, identifying new technologies and suppliers, and ensuring adherence to contractual agreements. Additionally, the officer will utilize SAP SRM for daily procurement operations and leverage data visualization for planning and decision-making, contributing to the efficient and effective acquisition of goods and services for the mission.
Responsibilities
Manage all procurement and contractual aspects for complex projects involving diverse global services and commodities, considering local economic conditions. Provide expert advice and guidance on all stages of the procurement cycle to relevant units. Review procurement requests, ensuring technical specifications are appropriate, and manage the tender process, including bid evaluations and award recommendations. Develop strategies and innovative solutions for complex procurement challenges, and establish work programs for contracts. Negotiate with senior supplier representatives and approve procurement orders within authorized limits, preparing submissions for higher approvals when necessary. Conduct market research to stay informed of market developments, analyze data, and identify potential supply sources. Oversee contract adherence, recommend amendments, and advise on contractual obligations. Prepare procurement-related documents and reports. Utilize SAP SRM for daily operations and employ data visualization methods for analysis, planning, and reporting.
Work Experience
A minimum of ten years of progressive experience in procurement, contract management, or administration is required. This is reduced to five years with a first-level university degree. Experience with UN procurement rules or a similar international framework, leading complex procurement functions in a field-mission environment, and managing procurement personnel is essential. Knowledge of contract law and experience with ERP systems like SAP are desirable.
