The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) seeks a consultant to assist Mauritania in developing national guidelines for the use of Generative AI (GenAI). This role supports ESCWA's technical cooperation program to help member states achieve the 2030 Development Agenda by leveraging emerging technologies.
Job Purpose
This consultancy aims to develop comprehensive national guidelines for the responsible use of Generative AI (GenAI) in Mauritania. The purpose is to harness GenAI's potential for socio-economic development, innovation, and improved service delivery while proactively mitigating risks such as misinformation, bias, and data misuse. The guidelines will establish ethical boundaries, promote safe and transparent deployment, and set standards for public and private sector use, ensuring alignment with national values and legal frameworks. This initiative is crucial for fostering public trust, enabling innovation, and enhancing global competitiveness in the field of AI.
Responsibilities
The consultant will develop a detailed version of the national GenAI Guidelines for Mauritania. Key tasks include reviewing regional and international best practices, identifying GenAI risks in Mauritania, and interviewing national stakeholders to understand needs and gather input. The consultant will draft guidelines covering acceptable use cases, data handling, transparency, human oversight, accountability, data privacy, intellectual property, and risk mitigation. They will also ensure alignment with national strategies and participate in consultations, workshops, and finalization processes. Recommendations for dissemination, awareness-raising, and implementation will be provided, with attention to gender and youth dimensions.
Work Experience
A minimum of 10 years of professional experience in technology-related issues is required, with at least 5 years focused on digital technologies. Previous experience in developing national policies and strategies is essential. Experience in delivering research papers and in Generative AI is desirable.
Skills
Expertise in AI, ICT, technology, engineering, or computer science. Experience in national policy and strategy development. Research and report delivery capabilities. Familiarity with Generative AI concepts and applications. Fluency in written and spoken Arabic is required; knowledge of English or French is desirable.
