Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. This consultancy is within UNEP’s Climate Change Division, specifically supporting the Global Funds Mitigation and Transparency Section. The role will contribute to the development of climate change mitigation projects in Africa.
Job Purpose
The purpose of this consultancy is to execute the project preparation process for the "Transparency in Action: Enhancing Kenya’s National Transparency Framework (CBIT Kenya 2)" project. This involves developing the complete GEF-8 CEO endorsement request package. The role will contribute to strengthening Kenya's national transparency framework by ensuring all substantive project elements are designed, stakeholders are engaged, and the project aligns with national priorities and GEF guidelines. The successful completion of this package is crucial for the project's approval and subsequent implementation, ultimately advancing climate change mitigation efforts in Kenya.
Responsibilities
Lead the preparation and design of the GEF-8 CEO endorsement document and its attachments, including log frame, budget, workplan, results framework, baseline scenario, gaps and barriers analysis, stakeholder engagement, risks, and gender action plan. Organize and lead a project scoping mission and stakeholder consultation workshop to gather country data, discuss project elements, and validate proposals. Prepare mission and workshop reports, and develop the project's "skeleton" document. Align project elements with national strategic documents, conduct gender and stakeholder analyses, and prepare relevant action plans. Manage co-finance contributions and prepare final submission packages for UNEP and GEF review, ensuring timely responses to feedback.
Work Experience
A minimum of two years of experience in drafting project proposals within the fields of climate change, environment, or development is required. Experience working with GEF or UNEP projects is desirable, as is experience with multilateral or bilateral funding entities in these sectors. Prior experience on projects in Africa is also considered beneficial.
