Development of National framework of AI Ethics in Mauritania
Organizational Context
The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is providing technical assistance to Mauritania to develop a national framework for Artificial Intelligence (AI) ethics. This initiative aims to guide the responsible adoption and use of AI technologies, aligning with international standards and supporting national development priorities and the SDGs.
Job Purpose
This role supports Mauritania's strategic priority to develop a national AI ethics framework, crucial for safeguarding fundamental rights, building public trust in digital transformation, and enhancing AI governance capacity. The framework will guide the responsible adoption and use of AI technologies, ensuring alignment with international standards and best practices. It aims to foster innovation, attract investment, and ensure AI applications contribute to inclusive economic growth, improved public service delivery, and sustainable socio-economic development, in line with the 2030 Development Agenda.
Responsibilities
The consultant will develop a national framework for the AI code of ethics in Mauritania. Key tasks include reviewing existing national digital documents and international AI ethics best practices, conducting stakeholder consultations, and summarizing findings. The consultant will prepare an outline and draft the framework, incorporating international standards and national priorities, with practical compliance mechanisms. This includes presenting the draft framework to stakeholders, contributing to national workshops, revising the framework based on feedback, and preparing a presentation and briefing note. Finally, the consultant will provide recommendations for dissemination, awareness-raising, and training plans, ensuring gender and youth considerations are integrated throughout the work.
Work Experience
A minimum of 10 years of experience is required, including at least 5 years in digital technologies. Proven experience in developing national policies and plans, and in public administration, governance, or ethical frameworks is essential. Previous experience in developing AI ethics frameworks is desirable.
Skills
Expertise in AI, ICT, technology, engineering, computer science, public administration, and ethics. Experience in developing national policies, plans, and ethical frameworks. Stakeholder consultation and engagement. Report writing and presentation development. Familiarity with international AI ethics standards and best practices.
