Organizational Context
This position is within the Planning, Contracting and Reporting Unit (PCRU) of the Human Resources Management Service at the United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC). The role reports to the Chief of PCRU, with overall guidance from the Chief of SDOS. UNOV and UNODC are international organizations based in Vienna.
Job Purpose
The Human Resources Assistant will support the team responsible for engaging affiliate personnel, including Consultants and Individual Contractors (C/IC). The role involves providing HR support to UNODC field operations and other clients, particularly concerning consultants, individual contractors, and gratis personnel. Key functions include reviewing and processing engagement requests, managing contracts, verifying eligibility, calculating fees, and ensuring compliance with established rules and procedures. The position also entails maintaining HR databases, preparing reports, and assisting with data analysis and presentations to support decision-making and information sharing.
Responsibilities
Provide HR support for affiliate personnel engagement, including consultants, individual contractors, and gratis personnel, to UNODC field operations and clients. Review and process engagement and contract management requests for consultants and individual contractors, including reference checks, academic verifications, pre-recruitment formalities, TOR review, eligibility verification, fee calculation, and contract administration. Manage UN Volunteers and LICA holders. Approve relevant records and fund commitments in HR systems. Maintain HR databases and generate periodic reports. Prepare documentation for distribution to various offices. Conduct training for clients on HR processes. Research HR issues, assist in report preparation, and respond to audits. Support the development and implementation of affiliate personnel policies. Provide guidance and responses to stakeholders on engagement processes. Assist with data collection, analysis, and presentation. Update information materials and train junior staff.
Work Experience
A minimum of seven years of progressive experience in human resources management or administrative services is required. Experience with an Enterprise Resource Planning (ERP) system, such as SAP/Umoja, is also required. Experience with UN or similar international organization HR policies and procedures, ERP HR modules, talent management systems, and consultant engagement is desirable.
