Organizational Context
The Finance and Budget Officer (P-3) position is based in Laayoune within the United Nations Mission for the Referendum in Western Sahara (MINURSO). This role reports to the Chief of the Budget and Finance Section, contributing to the financial operations of the mission.
Job Purpose
The Finance and Budget Officer is responsible for comprehensive budget preparation and administration, including reviewing cost estimates, supporting managers in resource elaboration, and ensuring alignment with mandates and organizational policies. The role involves monitoring budget implementation, managing expenditures, and administering extra-budgetary resources. Additionally, the officer will analyze accounts, reconcile complex ledgers, investigate financial irregularities, and ensure compliance with UN Financial Regulations and Rules. This position also supports the preparation of financial statements, responds to audits, and provides guidance on financial processes, aiming to enhance the effectiveness and efficiency of financial operations within MINURSO.
Responsibilities
Key responsibilities include budget preparation, involving the review and analysis of cost estimates and budget proposals for staff and non-staff requirements, and providing support for resource elaboration. The role entails budget administration, such as monitoring implementation, managing expenditures, reallocating funds, and administering extra-budgetary resources. Financial duties include analyzing accounts, evaluating financial reports for accuracy and compliance, resolving irregularities, reconciling complex accounts, and ensuring the integrity of accounting and internal control systems. The officer will also assist in preparing financial statements, responding to audit observations, and providing training on financial regulations. General duties involve staying updated on relevant guidelines, identifying process improvements, and supervising staff as needed.
Work Experience
A minimum of five years of progressive experience in accounting, finance, budget, financial analysis, or administration is required. Essential experience includes preparing budget proposals for field missions, managing financial services in international organizations, and utilizing ERP financial systems like SAP. Experience in supervising teams and data analytics is also valuable.
