Organizational Context
This position is within the Intergovernmental Meetings Unit (IMU) of the Secretariat to the Governing Bodies (SGB), Division for Treaty Affairs (DTA), at the United Nations Office on Drugs and Crime (UNODC) in Vienna. The Chief of Unit reports to the Chief of the Secretariat, under the Director of the Division, overseeing key policy-making bodies.
Job Purpose
The Chief of Unit is responsible for managing and supervising the activities of the Intergovernmental Meetings Unit. This includes supporting the Commission on Crime Prevention and Criminal Justice (CCPCJ) and the Commission on Narcotic Drugs (CND) as central UN policy-making bodies. The role involves preparing and coordinating essential documents for these commissions and other legislative bodies, including the Economic and Social Council (ECOSOC) and the General Assembly. The incumbent will also prepare treaty-related work for the CND, identify follow-up actions based on resolutions, and provide substantive services to subsidiary bodies and expert groups. Additionally, the role involves overseeing publications, managing staff, promoting collaboration, and ensuring compliance with UN regulations.
Responsibilities
Manage and supervise the Unit's activities, ensuring timely and coordinated execution. Support the CCPCJ and CND in their functions as UN policy-making bodies, serving as Deputy Secretary. Prepare and coordinate documentation for commissions, ECOSOC, and the General Assembly. Manage treaty-related work for the CND, including drug scope and precursors. Identify and coordinate follow-up actions on resolutions and decisions in drug control and crime prevention. Provide substantive services for intersessional meetings, including agenda preparation and drafting reports. Serve as Secretary for intergovernmental meetings as required. Provide substantive services to CND subsidiary bodies, coordinating and drafting documents. Offer advice and services to expert groups on technical considerations. Oversee the preparation of mandated publications and electoral processes for the International Narcotics Control Board. Contribute to funding proposals and serve as a certifying officer. Manage unit staff, foster collaboration, and promote a respectful workplace culture. Ensure compliance with UN rules and regulations. Analyze data for trends and insights using visualization methods.
Work Experience
A minimum of seven years of progressive experience in international work related to crime prevention, criminal justice, and international drug control is required. Experience in policy guidance, advising Member States, servicing intergovernmental bodies, and preparing documentation is essential. Fundraising, project administration, and experience as Secretary of intergovernmental meetings are desirable.
