Development of Artificial Intelligence Classification Criteria in Mauritania
Organizational Context
The United Nations Economic and Social Commission for Western Asia (UN-ESCWA) provides technical assistance to its member states to achieve the 2030 Development Agenda. This role supports Mauritania's Ministry of Digital Transformation and Modernization of Administration in enhancing its AI investment and entrepreneurship environment by developing national AI classification standards.
Job Purpose
This consultancy aims to develop a national Artificial Intelligence (AI) classification framework for Mauritania, supporting the Ministry of Digital Transformation and Modernization of Administration's strategic goal of enhancing the AI investment and entrepreneurship environment. The role involves researching national digital policies, international best practices (e.g., CMMI, EU AI law), engaging with stakeholders, and proposing a practical classification system with implementation recommendations. The ultimate goal is to stimulate investment and entrepreneurship in AI by establishing clear national standards, thereby fostering sustainable development and responsible AI practices within the country.
Responsibilities
The consultant will develop a detailed national AI classification framework for Mauritania. This includes reviewing national digital documents and policies related to AI and digital transformation, and analyzing regional and international best practices in ICT company classification. The consultant will identify and engage with key public and private sector stakeholders through meetings and workshops. Based on gap analysis, national needs, and international practices, the consultant will propose a classification framework with actionable recommendations for implementation, including evaluation procedures, scoring schemes, and automation tools. The consultant will also present the draft report in a national workshop and update the proposal based on feedback received from ESCWA and the Ministry.
Work Experience
A minimum of 5 years of experience and research in digital technologies is required. Previous experience in delivering research papers and in companies’ classification systems is desirable. Fluency in written and spoken Arabic is required; knowledge of English or French is desirable.

Research and analysis of digital policies and international best practices; Stakeholder engagement and consultation; Development of classification frameworks and implementation recommendations; Report writing and presentation; Familiarity with AI concepts, CMMI, EU AI law, and US Executive orders on AI; Fluency in Arabic; Knowledge of English or French is desirable.
