Organizational Context
This Programme Management Officer position is based in the West Africa Regional Office (WARO) of the Office of the High Commissioner for Human Rights (OHCHR) in Dakar, Senegal. The role reports to the Regional Representative and focuses on the implementation, monitoring, and evaluation of programmes and operations within an assigned functional area.
Job Purpose
The Programme Management Officer is responsible for supporting the development, implementation, and evaluation of assigned programmes and projects. This involves monitoring progress, analyzing performance, identifying challenges, and proposing solutions. The role includes conducting research, assisting in policy development, designing and analyzing surveys, and preparing various written outputs such as reports and background papers. Additionally, the officer will provide substantive support for meetings and conferences, conduct outreach activities, lead field missions, and coordinate budget and funding activities. The position also involves assisting in the development and monitoring of office work programs and budgets, and undertaking administrative tasks related to human resources management, ensuring adherence to UN rules and procedures.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of programmes and projects, monitoring their progress, and analyzing performance data. The role involves identifying issues, proposing corrective actions, and liaising with relevant parties. The officer will conduct research, analyze information from diverse sources, and assist in policy development and studies. Designing and analyzing survey initiatives, preparing written outputs like reports and background papers, and providing substantive support for meetings and conferences are also core duties. The position requires undertaking outreach activities, conducting training, and making presentations. Leading field missions, coordinating budget and funding activities, and assisting in the development and monitoring of office work programs and budgets are essential. Furthermore, the role involves managing human resource administration tasks, ensuring compliance with UN regulations.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, operations, finance, or human resources is required. Experience in an international or regional context supporting UN programmes is also necessary. Desirable experience includes coordinating budget and funding processes and monitoring/analyzing programme implementation.
