Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is undertaking a project to strengthen statistics and indicators for climate change in Latin America and the Caribbean. This initiative aims to develop innovative strategies for climate change statistics, leading to green productive transformation policies and enhanced technical capacities within the region.
Job Purpose
The purpose of this consultancy is to generate an analytical document that systematizes international best practices and strategies for strengthening climate change statistics and indicators. This document will support the development of environmentally extended input-output matrices (EEIOs) in Latin America and the Caribbean. By providing a solid foundation of statistical information, the role contributes to evidence-based policymaking, the design of green productive transformation policies, and the enhancement of national capacities for producing, disseminating, and utilizing climate change-related data. The work directly supports the project "Better statistics and indicators for climate change in Latin America and the Caribbean."
Responsibilities
The consultant will identify, compile, and analyze international best practices for constructing environmentally extended input-output matrices (EEIOs). Responsibilities include describing and analyzing the progress in the design, construction, and use of EEIOs within Latin America and the Caribbean, highlighting leading countries. The consultant will also detail the methodologies used for EEIO construction, focusing on the integration of national accounts, environmental accounts, energy balances, and greenhouse gas inventories. Recommendations for EEIO construction in Colombia, Panama, and the Dominican Republic will be developed, culminating in a technical-analytical document summarizing all findings. The consultant will participate in technical meetings and feedback sessions.
Work Experience
A minimum of 7 years of relevant professional experience in environmental statistics, environmental economics, climate change, or related fields is necessary. Required experience includes working with input-output matrices, environmental accounts, energy balances, and/or greenhouse gas inventories. Prior experience with international cooperation projects and in Latin America and the Caribbean is desirable.
