Organizational Context
The International Trade Centre (ITC), in partnership with the Government of Sierra Leone and funded by KOICA, is implementing the READY Salone project (2024-2028). This project aims to strengthen ecosystem institutions through digital investments. This role supports the project by conducting technical assessments of shortlisted institutions to guide procurement and allocation decisions.
Job Purpose
The purpose of this assignment is to conduct a technical assessment of institutions identified through the READY Salone Expression of Interest process. The role will provide evidence-based recommendations to guide equipment specification, procurement planning, infrastructure readiness verification, institutional capacity assessment, digital equipment allocation, and sustainability analysis. The consultant will ensure recommendations are realistic, equitable, evidence-based, and aligned with project objectives, contributing to economic growth and job creation by enhancing youth participation in the digital economy.
Responsibilities
The consultant will conduct a desk review and prepare assessment tools, checklists, and technical verification templates. This includes assessing existing ICT equipment, training infrastructure, internet connectivity, power supply, network readiness, and physical security. The role involves validating proposed equipment and infrastructure requests, assessing quantity justification, and recommending fit-for-purpose equipment specifications. Additionally, the consultant will identify infrastructure gaps, recommend prioritization, prepare institution-level and consolidated technical assessment reports, provide procurement inputs, and present findings and recommendations to the ITC project team.
Work Experience
A minimum of 5 years of professional experience is required in ICT infrastructure assessment, digital equipment planning, or technology advisory. Demonstrated experience in conducting technical assessments and developing equipment specifications is essential. Experience supporting procurement or digital infrastructure projects is also required.
