Climate Change Adaptation Concept Note Development Consultant

Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority, promoting sustainable development and advocating for the environment. UNEP's Climate Division supports developing countries in accessing climate adaptation funding, including from the Adaptation Fund, to address urgent climate change impacts and build resilience, particularly through nature-based solutions.

Job Purpose

This consultancy aims to develop a single country concept note for Madagascar, to be submitted to the Adaptation Fund. The purpose is to strengthen the adaptive capacities of vulnerable agricultural communities in the Atsinanana region by promoting agroecological practices and reinforcing national capacities for scaling up these practices. The role involves extensive stakeholder consultation, drafting a comprehensive project proposal aligned with national priorities and Adaptation Fund requirements, and ensuring the project effectively addresses climate change impacts on agriculture and livelihoods.

Responsibilities

Conduct desk reviews and stakeholder consultations with UNEP, government ministries, and local focal points in Madagascar to gather location-specific, quantitative data. Draft a comprehensive Adaptation Fund single country concept note, detailing climate change problems, proposed solutions, project components, outcomes, and outputs. Ensure the proposal includes a theory of change, cost-effectiveness analysis, gender analysis, and alignment with national adaptation priorities. Address comments from UNEP and project stakeholders, and incorporate feedback from the Adaptation Fund's review sheet to refine the concept note for validation.

Work Experience

A minimum of seven years of progressively responsible experience in climate change adaptation or environment management projects is required. Demonstrated experience in developing project proposals for the Adaptation Fund, Global Environment Facility, or Green Climate Fund is essential. Experience in Madagascar or the region is an advantage.
