Organizational Context
The International Trade Centre's (ITC) Division of Enterprise Competitiveness and Institutions (DECI) aims to enhance the competitiveness of micro, small, and medium-sized enterprises (MSMEs) from developing countries. Within this division, the Export Quality Management (EQM) team specifically focuses on improving enterprises' capacity to meet international market requirements and overcome trade barriers. This role is crucial for consolidating and modernizing ITC's EQM offerings.
Job Purpose
This Senior Technical Adviser role is pivotal in leading the consolidation and modernization of ITC's Export Quality Management (EQM) services. The purpose is to enhance the competitiveness of enterprises in developing countries by strengthening their ability to meet export market technical requirements and comply with international standards. The role ensures the quality component is effectively delivered within ITC's trade-related technical assistance programs. It involves leading a team of expert advisors and managing a global network of certified trainers to ensure high-impact delivery and support for SMEs in navigating quality and standards challenges, thereby facilitating their access to international markets.
Responsibilities
The Senior Technical Adviser will lead the development, implementation, and evaluation of EQM programs and projects, integrating quality components into broader technical assistance initiatives. This includes directing subordinates and collaborating with program managers on export quality and standards. The role involves conducting research, evaluating EQM effectiveness, and staying abreast of global developments in quality, standardization, metrology, conformity assessment, and sanitary and phytosanitary measures. Responsibilities also include coordinating policy development, updating EQM strategies, and diagnosing quality infrastructure issues in developing countries. The adviser will manage outreach activities, design and deliver training, provide advisory services to trade support institutions, lead field missions, and expand ITC's network of quality experts and certified trainers. Budget coordination, spokesperson duties, and staff supervision and development are also key aspects of this role.
Work Experience
A minimum of ten years of experience in project or program management is required (12 years with a first-level degree). Essential experience includes working in at least two of the following areas: standards, quality management, metrology, or conformity assessment. Experience in export-related quality management, working with developing countries on standards/quality, and leading the implementation of quality/food safety systems at the enterprise level are also required. Data analytics experience is desirable.
