HUMAN RESOURCES OFFICER
Organizational Context
This Human Resources Officer position is within the United Nations Verification Mission in Colombia (UNVMC) in Bogota, reporting to the Chief Human Resources Officer. The role is integral to the Human Resources Unit, managing a broad spectrum of HR functions. This includes applying UN staff rules and regulations, overseeing HR planning, budget staffing aspects, conditions of service, recruitment, selection, and administration of justice.
Job Purpose
The Human Resources Officer is responsible for managing a wide range of human resources functions within the UN Verification Mission in Colombia. This involves advising on and applying UN staff rules, regulations, and internal procedures for HR planning and management. Key duties include overseeing recruitment and selection processes, ensuring adherence to policies, and managing the administration of entitlements and benefits. The role also contributes to mission planning, budget development, performance management, staff development, and the administration of justice system. Additionally, the officer supports staff and management relations, monitors delegated authorities, and contributes to change management and communication strategies, ensuring efficient HR operations and support for mission objectives.
Responsibilities
Manage recruitment and staff selection, including monitoring vacancies, developing strategies, preparing job openings, screening candidates, conducting interviews, and ensuring compliance with UN rules. Administer entitlements and benefits, advising on policies, providing guidance to staff and managers, and reviewing exceptions. Participate in mission planning and budget development, determining staffing requirements and contributing to HR aspects of the budget. Oversee performance management, supporting the appraisal system and providing guidance on work plans. Facilitate staff development by identifying needs, advising on training, and designing career paths, particularly for national staff. Support the Administration of Justice system by researching responses to requests and contributing to grievance mitigation. Foster staff and management relations by supporting dialogue with unions and participating in meetings. Monitor and evaluate the implementation of delegated authorities, contribute to change management plans, and maintain HR information systems.
Work Experience
A minimum of five years of progressively responsible experience in human resources management or administration is required. Two years of experience in recruitment or staff selection is desirable. Experience within UN field operations or similar international organizations, and with ERP HR systems, is also desirable.
