Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), a regional commission of the United Nations, aims to foster economic and social development in the region. The Division for Gender Affairs is responsible for designing, monitoring, and evaluating public policies, providing advisory services, and supporting regional cooperation. This Social Affairs Officer role sits within this division.
Job Purpose
The Social Affairs Officer will contribute to the analysis of social development issues at global, regional, and national levels, focusing on gender equality and women's autonomy. This involves conducting empirical research, developing methodologies, and liaising with governments and organizations to inform policy and program implementation. The role supports intergovernmental processes, including the Regional Conference on Women in Latin America and the Caribbean, and contributes to technical cooperation initiatives. The officer will prepare reports, documents, and training materials, and may provide guidance to junior staff, ensuring the effective delivery of the division's services and contributing to the UN's mandate for sustainable development.
Responsibilities
Conduct social analysis and empirical research on development issues, trends, and policy implications at global, regional, and national levels. Develop indicators and methodologies for evaluating specific topics. Liaise with government officials and representatives of national, regional, and international organizations on social policy matters. Assist in planning and organizing technical meetings, drafting reports, and preparing summaries. Represent the work unit at international meetings and participate in working groups and consultations. Prepare various written reports, documents, and communications, including analytical reports and background papers. Provide support to intergovernmental processes, particularly concerning gender equality and women's autonomy, by preparing inputs and following meetings. Contribute to technical cooperation programs by preparing documentation, monitoring projects, and participating in advisory missions. Organize training and seminars for government officials and experts. Provide guidance to junior staff and perform administrative tasks as required.
Work Experience
A minimum of five years of progressive experience in socio-economic development, policy analysis, or sociological research is required. Experience in producing research papers and analytical reports on gender and development in Latin America and the Caribbean is also required. Experience with technical cooperation projects and working in international organizations is desirable.
