Organizational Context
The United Nations Environment Programme (UNEP), in collaboration with the International Labour Organization (ILO) and funded by the Peacebuilding Fund (PBF), is implementing a project in Haiti. This initiative aims to stabilize youth, enhance social cohesion, and build resilience to climate insecurity in the Corail and Jérémie communes. The project focuses on environmental action as a driver for dialogue, stabilization, and socio-economic development.
Job Purpose
This consultancy role is to conduct the final evaluation of the "Youth, Agroecology, and Green Jobs for Peace" project in Haiti. The primary objective is to independently assess the project's relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will analyze the achievement of expected results, identify key successes, limitations, and challenges. It will also provide operational recommendations to improve the design and implementation of similar initiatives. The consultant will work remotely from Haiti for an expected duration of three months, contributing to peacebuilding and sustainable development through environmental engagement.
Responsibilities
The consultant will conduct a comprehensive final evaluation of the "Youth, Agroecology, and Green Jobs for Peace" project. This involves assessing the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability, with a focus on its contribution to youth stabilization, social cohesion, and climate resilience. Key tasks include analyzing the achievement of results against objectives, evaluating the effectiveness of implemented strategies (e.g., community environmental planning, agroecological practices), and examining the project's contribution to conflict reduction and youth engagement in peacebuilding. The consultant will also assess stakeholder perceptions, identify lessons learned and best practices, and formulate strategic and operational recommendations for sustainability and replication. This includes developing a detailed methodology, conducting data collection and analysis using mixed methods, and producing a startup report, preliminary report, and final report.
Work Experience
A minimum of 5 years of experience in conducting final evaluations for peacebuilding projects is required. The consultant must have completed at least two similar studies (e.g., baseline, mid-term, or final evaluations) using quantitative and qualitative data collection and analysis methods. Experience in evaluating capacity-building projects for state institutions in natural resource management or similar projects funded by the UN Peacebuilding Fund is also necessary.
Skills
Excellent spoken and written French and Haitian Creole are required. Strong knowledge of Sustainable Development Goals (SDGs) and the political, security, and socio-economic context of Haiti is essential. Experience with the Haitian private and public sectors, including local authorities and communities, particularly in environment and agroecology, is an asset.
