Job Purpose
The Regional Expert on Fiscal Policy will anchor the environmental fiscal framework within the Malian context, integrating legislative, budgetary, and socio-economic specificities. This role contributes to validating the framework with competent authorities, ensuring alignment with existing sectoral policies and operational feasibility. The ultimate goal is to produce validated documents demonstrating suitability for the Malian context and readiness for implementation. The expert will deliver a detailed strategic report with operational recommendations and a summary note for decision-makers, facilitating informed decision-making and stakeholder buy-in.
Responsibilities
The Regional Expert on Fiscal Policy will be responsible for anchoring the environmental fiscal framework within the Malian context, integrating specific legislative, budgetary, and socio-economic factors derived from diagnostic analysis and national consultations. This includes contributing to the validation of the framework by competent authorities, ensuring its alignment with existing sectoral policies and operational feasibility. The expert will produce validated documents confirming the framework's adequacy for Mali and its readiness for implementation. Key deliverables include a detailed strategic report with operational recommendations and a summary note for decision-makers to facilitate adoption by national stakeholders.
Work Experience
Requires at least 10 years of practical experience in national tax systems, public finance management, and/or fiscal policy consulting, preferably in West Africa. Demonstrated experience in fiscal reforms or impact studies, with a strong understanding of public finance. Proven experience with green taxes, carbon taxation, eco-taxes, and environmental levies is essential.
Skills
Expertise in designing and implementing environmental or sectoral fiscal policies, including financial and socio-economic impact assessment. Demonstrated ability to mobilize and coordinate national stakeholders. Analytical skills in budget impact analysis and integrating fiscal reforms into state budgets. Strong knowledge of Malian legal and legislative frameworks. Proficiency in MS Office and communication tools.
