Job Purpose
This consultancy aims to conduct a comprehensive baseline study to inform the implementation of a Peacebuilding Fund project in the DRC. The purpose is to assess local socio-land and economic tensions, evaluate planned activities, target beneficiaries, and the project's governance framework. The study will establish measurable indicators for results-based management, analyze perceptions of land governance, social cohesion, conflict management, and community security, and identify socio-economic opportunities for community recovery. The consultant will provide strategic recommendations for effective project implementation and contribute to updating the project's logical framework, ensuring alignment with UN cross-cutting priorities.
Responsibilities
The consultant will design and implement the baseline methodology, conduct conflict analysis, and map stakeholders. Responsibilities include assessing social cohesion and security perceptions, collecting, analyzing, and managing relevant data. The role involves producing analytical reports with strategic recommendations and updating the project's logical framework. Additionally, the consultant will facilitate validation processes and engage with stakeholders to ensure project coherence and effectiveness. This includes evaluating local perceptions of land governance, conflict management, community security, access to justice, and partner-led initiatives to mitigate violence and strengthen social cohesion, as well as socio-economic recovery opportunities.
Work Experience
More than five years of experience in conducting and managing baseline evaluations/studies and project monitoring and evaluation is required. Experience in data collection, analysis, and interpretation related to social cohesion, land governance, and economic resilience is necessary. Proven ability to engage effectively with diverse stakeholders is essential. Knowledge of the project's areas of intervention is a significant asset.
