Organizational Context
The Climate and Clean Air Coalition (CCAC) is an international initiative focused on integrated climate and air quality solutions, reducing short-lived climate pollutants like methane. This role supports Azerbaijan's commitment to the Global Methane Pledge, contributing to regional climate goals by developing a methane reduction roadmap for the agriculture sector.
Job Purpose
This role serves to develop a comprehensive methane reduction roadmap for Azerbaijan's agriculture (livestock sub-sector) in collaboration with the government. The purpose is to integrate methane mitigation strategies into national frameworks, aligning with climate policies, air pollution control, and agricultural objectives. The expert will facilitate stakeholder engagement, analyze existing data and policies, and provide recommendations for inclusion in Azerbaijan's Nationally Determined Contributions (NDCs) and implementation plans, ultimately supporting the country's commitment to reducing methane emissions by 30% by 2030.
Responsibilities
Coordinate the development of an agricultural methane roadmap for Azerbaijan's livestock sector, adhering to the CCAC M-RAP template and engaging diverse stakeholders including government ministries, farmer associations, NGOs, the private sector, and academia. Support the definition of the roadmap based on inputs from relevant ministries, ensuring alignment with national climate, air pollution, and agriculture policies. Conduct needs assessments, preliminary mitigation analyses, and identify funding sources. Map agricultural stakeholders and develop a stakeholder engagement plan. Summarize existing data on livestock methane emissions and analyze relevant national plans and policies. Convene stakeholder meetings and prepare periodic reports detailing technical inputs, dialogue outcomes, and agreements. Provide recommendations for integrating agricultural methane into Azerbaijan's next NDCs and implementation plans.
Work Experience
A minimum of 2 years of professional experience in environmental management/science, climate change, or agriculture is required. Experience in the livestock sector, multi-stakeholder engagement, and working with government authorities in Central Asia is desirable. Familiarity with national policies in agriculture, climate change mitigation, and air pollution in Azerbaijan is also beneficial.
Skills
Excellent written and oral communication skills. Knowledge of national policies in agriculture, climate change mitigation, and air pollution. Understanding of short-lived climate pollutants, climate change, and air pollution issues in Azerbaijan. Experience in multi-stakeholder engagement. Understanding of GHG dynamics and livestock production. Proficiency in Excel spreadsheets.
