Organizational Context
The UN Secretariat's Resident Coordinator System in Iraq is implementing the New Cooperation Framework (UNSDCF 2025–2029), focusing on inclusive social development, economic transformation, environmental sustainability, and governance. The UNCT is navigating a complex regional and economic landscape, addressing vulnerabilities to oil dependency and fiscal volatility.
Job Purpose
This role supports the UNCT in Iraq by providing analytical consolidation and strategic planning assistance. The consultant will synthesize socioeconomic analyses, facilitate scenario discussions, and prepare briefing materials to inform UNCT engagements and the Resident Coordinator's leadership. The purpose is to enhance the UNCT's response to emerging fiscal liquidity pressures and broader socioeconomic risks, ensuring alignment with national priorities and the UNSDCF. This involves translating complex analysis into actionable recommendations and supporting coordinated engagement with government counterparts and development partners.
Responsibilities
Key responsibilities include preparing an inception note and workplan, consolidating and synthesizing socioeconomic and operational inputs, and preparing update notes on emerging developments. The role involves supporting scenario discussions and documenting inter-agency coordination meetings. It also requires analytical follow-up on immediate priority areas identified in a joint analytical paper, focusing on liquidity stabilization, essential services, public financial management, and socioeconomic resilience. Finally, the consultant will submit a final report summarizing findings, support provided, trends, risks, and recommendations for UNCT follow-up and planning.
Work Experience
A minimum of 10 years of progressive experience in development cooperation, governance, context analysis, and multi-stakeholder partnerships in fragile environments is required. Experience supporting the 2030 Agenda, integrating SDGs into planning frameworks, conducting strategic analyses, and risk-informed programming is also necessary.
