Strategic Update of the Country CA Analysis for the State of Palestine

Organizational Context

The UN Secretariat's Resident Coordinator System, specifically within the State of Palestine, requires an updated Country Analysis (CA). This CA serves as the primary evidence base for the UN Sustainable Development Cooperation Framework (UNSDCF), informing the UN Country Team's (UNCT) strategic positioning, programming, and partnerships. It is a critical tool for integrated analysis across peace, humanitarian, and development dimensions in a complex, 'triple-hatted' setting.

Job Purpose

The purpose of this role is to conduct a strategic update of the Country Analysis (CA) for the State of Palestine. This involves synthesizing evolving political, security, humanitarian, and socio-economic dynamics to provide a shared, evidence-based understanding for the UN Country Team (UNCT). The updated CA will serve as the analytical foundation for integrated UN engagement across peace, humanitarian, and development pillars, informing strategic positioning, programming, partnerships, and financing. It aims to identify structural drivers of fragility and resilience, assess implications for the 2030 Agenda, and strengthen anticipatory and risk-informed analysis to guide collective UN action and decision-making in a complex operating environment.

Responsibilities

The primary responsibility is to draft and finalize a strategic update of the Country Analysis (CA) for the State of Palestine. This includes integrating the latest evidence, data, and forward-looking analysis on evolving political, security, humanitarian, socio-economic, environmental, governance, protection, and human rights dynamics. The role requires providing an integrated analytical foundation for collective UN engagement across humanitarian, development, political, recovery, and resilience dimensions, ensuring coherence with UN strategic frameworks. Key duties involve analyzing structural drivers of fragility, conflict, and vulnerability, alongside resilience factors and recovery opportunities. The consultant must assess the impact of the current crisis on SDG progress, strengthen integrated analysis of cross-cutting issues, and refresh anticipatory, scenario-based, and risk-informed analysis. The updated CA will inform UNCT strategic positioning, programming, advocacy, partnerships, and financing discussions, ensuring alignment with UNSDG guidance and relevant UN frameworks. Deliverables include the draft and final updated CA, along with an accompanying concise strategic synthesis paper.

Work Experience

A minimum of 3 years of progressively responsible professional experience is required in one or more of the following areas: foresight, strategic analysis, scenario planning, or AI-driven data analytics. Experience in developing or applying AI models, predictive analytics, or data-driven decision support is highly desirable.
