The United Nations Office on Drugs and Crime (UNODC) seeks an International Consultant to lead the assessment of Transnational Organized Crime and its nexus with Counter-Proliferation Financing in Southeast Asia. This role is home-based and will contribute to developing crucial guidance documents and capacity-building initiatives within the region.
Job Purpose
The purpose of this role is to lead the development and delivery of a comprehensive Regional Guidance Document focused on transnational organized crime (TOC) and its convergence with proliferation financing (PF) in Southeast Asia. The consultant will drive the creation of training materials, oversee technical assistance missions, and facilitate expert group meetings and public-private dialogues. This work aims to enhance regional capacity in combating money laundering, cyber-scams, and sanctions evasion, thereby strengthening financial crime units and law enforcement capabilities.
Responsibilities
Lead the design and development of a Regional Guidance Document clarifying typologies, risks, and response strategies for money laundering linked to cyber-scams and TOC, including convergence with PF networks. This document will include red-flag indicators, best practices, and case studies, covering emerging threats, virtual assets, complex money mule networks, front companies, PF and sanctions evasion typologies, and Trade-Based Money Laundering (TBML). Design, plan, coordinate, and deliver two regional expert group meetings for data validation and two in-country technical mentorship missions to financial crime units and law enforcement in the Philippines and Thailand. Facilitate a public-private partnership dialogue to strengthen collaboration against sanctions evasion, particularly concerning Virtual Asset Service Providers (VASPs) and blockchain technology. Develop workshop and training materials, and prepare comprehensive post-mission reports with recommendations.
Work Experience
A minimum of ten years of progressive professional experience in financial crime, intelligence analysis, organized crime, money laundering, or counter-proliferation financing is required. Demonstrated expertise in designing, delivering, and evaluating capacity-building programs and technical assistance is essential. Experience advising governments or international organizations on proliferation financing and targeted financial sanctions is desirable.
