FINANCE AND BUDGET OFFICER (CHIEF OF UNIT)
Organizational Context
This Finance and Budget Officer position is within the United Nations Interim Security Force for Abyei (UNISFA) in Abyei. The role reports to the Chief of Operations and Resources Management and has a functional reporting line to the Controller. The unit is responsible for managing the mission's financial operations and budget.
Job Purpose
The Finance and Budget Officer (Chief of Unit) is responsible for supporting the mission's annual budget development, including preparing cost estimates and budget proposals for staff and non-staff requirements. This role oversees the preparation and finalization of budget performance reports, ensuring compliance with legislative requirements and analyzing variances. The incumbent manages mission allotments, advises on fund redeployment, and ensures efficient use of budgetary resources through robust monitoring. They also administer and monitor extra-budgetary resources, oversee the closing of monthly and year-end accounts, and certify financial entries. Additionally, the role supervises payment processing, staff entitlements, and disbursement processes, managing cash flow and bank reconciliations. The officer prepares financial reports for senior management and stakeholders, provides financial advice, and acts as a Certifying or Approving Officer.

Work Experience
A minimum of seven years of progressive experience in cost management, budget formulation, accounting, and financial reporting is required. Proficiency in financial systems, ERP modules (especially SAP), and UN budgetary procedures is essential. Experience in trust fund management, resource planning, and supporting peace operations is desirable.
