Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is implementing a project on Circular Economy in El Salvador. This consultancy supports the Urban Settlements Unit in analyzing land value capture instruments for urban renewal projects, aligning with the CEPAL-BMZ/GIZ cooperation program.
Job Purpose
This consultancy aims to provide specialized technical support to the Urban Settlements Unit (UAH) and El Salvador's Housing System. The primary goal is to analyze and determine the legal, institutional, and operational viability of land value capture instruments for urban renewal projects, promoting circular economy principles. The role will generate technical recommendations and public policy alternatives tailored to El Salvador's national context, contributing to the CEPAL-BMZ/GIZ Circular Economy Project (2024-2026). The consultant will also facilitate coordination with stakeholders and participate in technical events.
Responsibilities
The consultant will provide technical support to the UAH for the El Salvador Housing System within the Circular Economy Program. Key duties include surveying existing land value capture instruments, analyzing the relevant legal, regulatory, and institutional frameworks for urban finance, renewal, and land management. The consultant will develop a feasibility study for adopting new instruments, identify applicable policy alternatives based on international best practices, and assist in designing a public policy strategy or roadmap for instrument implementation. This involves supporting coordination with public authorities, local actors, and other stakeholders, and participating in technical meetings and workshops.
Work Experience
A minimum of 10 years of professional experience in urban planning law and/or urban planning in El Salvador is required, focusing on public policies for land management and regulation. Prior experience in urban finance, land value capture instruments, urban renewal, and legal/institutional analysis of urban policies is highly valued.
