Senior Economic Affairs Officer, Competition and Consumer Protection (Temporary Job Opening)
Organizational Context
This position is within the Competition and Consumer Policies Branch of the United Nations Conference on Trade and Development (UNCTAD), Division on International Trade and Commodities. The Senior Economic Affairs Officer will report to the Head of the Branch and the Director of the Division, contributing to UNCTAD's mandate in trade and development.
Job Purpose
The Senior Economic Affairs Officer will lead and participate in economic analysis, strategy formulation, and program management related to competition and consumer protection policies within the UNCTAD mandate. This includes addressing emerging development issues, particularly in the digital economy and international transport. The role involves supervising staff, commissioning studies, managing expert meetings, and preparing reports and presentations for international bodies and senior staff. The position also provides substantive support to intergovernmental forums, offers technical guidance, and represents the organization in relevant meetings, fostering consensus and cooperation among Member States.
Responsibilities
Key responsibilities include conducting economic and sectoral analysis, formulating economic strategies and policies on competition and consumer protection, and addressing related trade and development issues, including the digital economy. The role involves identifying and developing programs for emerging development issues, supervising staff, commissioning research, and managing expert meetings and consultations. The officer will finalize UN reports, prepare speeches, and provide substantive support to intergovernmental bodies like the UN Conference on Competition and Consumer Protection and UNCTAD's Trade and Development Board. Additionally, responsibilities include developing government relations for technical cooperation, negotiating assistance programs, coordinating Member State cooperation, and leading technical missions. Programme support involves contributing to planning, budgeting, and administrative matters, including staff recruitment.
Work Experience
A minimum of ten years of progressively responsible experience in economic research, analysis, and policy formulation for development programs is required. Desirable experience includes coordinating policy formulation in trade and sustainable development, international experience in designing and leading technical assistance and capacity building in trade and development, and experience managing intergovernmental processes.
