Organizational Context
The United Nations Office on Drugs and Crime (UNODC) leads global efforts to combat corruption and serves as the guardian of the UN Convention against Corruption (UNCAC). Within UNODC, the Corruption and Financial Crime Branch (CFB) manages UNCAC responsibilities. This role supports UNODC's Strategy for Gender Equality and the Empowerment of Women, focusing on integrating gender dimensions into anti-corruption initiatives.
Job Purpose
This consultancy aims to strengthen Haiti's capacity to detect, investigate, prosecute, and adjudicate corruption and money laundering cases, with a specific focus on gender dimensions and gender-sensitive investigative approaches. The role involves developing and delivering training materials, facilitating expert consultations, and producing a comprehensive document with recommendations to enhance Haiti's national framework on gender and anti-corruption. The ultimate goal is to promote a more inclusive, transparent, and effective response to corruption, ensuring gender-related challenges are addressed within the justice system.
Responsibilities
The consultant will organize and deliver a five-day training of trainers workshop on gender and anti-corruption investigations. This includes preparing and traveling to Haiti for the workshop. The consultant will also revise and finalize training modules and a manual on gender in anti-corruption investigations based on participant feedback, ensuring they are ready for dissemination. Furthermore, the role involves facilitating expert consultations to gather recommendations for strengthening Haiti’s national framework on gender and anti-corruption, and compiling these into a comprehensive final document.
Work Experience
A minimum of 10 years of professional experience as an investigator or working in an anti-corruption authority, civil society organization, or academia is required. This experience must include an in-depth understanding of gender issues and specific experience in investigating corruption cases with a gender-related focus. Experience in drafting analytical reports is also necessary.
