Organizational Context
This role is within the Cyber and New Technologies Unit of the UN Counter-Terrorism Centre (UNCCT), Office of Counter-Terrorism (OCT), in Budapest, reporting to a unit head. UNOCT leads UN counter-terrorism mandates, enhances coordination, and strengthens Member State capacity-building. The unit implements a Global Programme on Cybersecurity and New Technologies, supporting states in knowledge development, skill enhancement, preventing misuse of new technologies by terrorists, and investigating related activities.
Job Purpose
The Programme Management Officer contributes to the Global Counter-Terrorism Programme on Cybersecurity and New Technologies, located within the Cyber and New Technologies Unit of the UNCCT/OCT in Budapest. This role is crucial for supporting Member States, international and regional organizations, and UN entities in addressing the evolving challenges and opportunities presented by new technologies in the context of counter-terrorism. The incumbent will play a key role in developing knowledge and raising awareness regarding new technologies, enhancing national capacities to formulate effective policy responses, and actively working to prevent, mitigate, and respond to the misuse of technologies like the Internet and AI by terrorist and violent extremist groups. Furthermore, the position contributes to strengthening capabilities for countering and investigating terrorist activities through digital forensic evidence and advanced technological tools. By participating in project development, implementation, and evaluation, the officer ensures the program's objectives are met, thereby strengthening global counter-terrorism efforts against technology-enabled threats.
Responsibilities
The Programme Officer participates in the full project lifecycle, from development and implementation to evaluation, monitoring progress, identifying issues, and proposing corrective actions. This includes performing consulting assignments, facilitating workshops, and conducting training. The role requires extensive research, analysis, and presentation of information on new technologies in counter-terrorism and cybersecurity from diverse sources. The officer will undertake survey initiatives, design data collection tools, and interpret responses to prepare conclusions. Key duties involve preparing various written outputs like background papers, analyses, and reports, alongside providing substantive support for meetings and conferences by proposing agenda topics and preparing documents. The incumbent will organize and conduct outreach activities, training workshops, and seminars, contributing to curriculum development. Participation in or leading field missions, offering guidance to consultants and officials, and drafting mission summaries are also expected. Finally, the role coordinates budget and funding activities, including project preparation, progress reports, and financial statements.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. This must include experience managing capacity-building projects focused on countering the use of new technologies for terrorist purposes. Experience managing European Union-funded counter-terrorism projects involving new technologies is desirable.
