ADAPTATION MONITORING AND REVIEW, KNOWLEDGE MANAGEMENT AND TECHNICAL ADVISOR
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. The Climate Change Division provides technical assistance and capacity building for climate change policy and action. This role supports the "Building the Capacity of Rwanda's government to advance the National Adaptation Planning Process" project, focusing on Component 3.
Job Purpose
This consultancy aims to establish and operationalize a monitoring framework for long-term adaptation outcomes and the National Adaptation Plan (NAP) process in Rwanda. The role will support the project's knowledge management activities, collect and disseminate lessons learned from the NAP process, and provide essential technical advice and support for project implementation. The consultant will contribute to strengthening Rwanda's capacity to monitor, review, and share knowledge, thereby enhancing its adaptation strategies and response to climate change.
Responsibilities
Develop and operationalize a framework for adaptation indicators, targets, and means of verification, aligned with the Global Goal on Adaptation. Create guidelines and training materials for national adaptation monitoring and reporting. Liaise with research partners to review and identify gaps in existing monitoring systems and relevant indicators. Facilitate the mainstreaming of climate adaptation metrics into sectoral monitoring frameworks and government performance systems. Provide technical review and quality assurance for project outputs, including reports and studies. Support the preparation of project implementation reports and undertake field visits to monitor progress and identify adaptation needs. Offer technical backstopping, advice on methodologies, and support for knowledge management, communications, and awareness-raising activities.
Work Experience
A minimum of two years of experience in a senior technical position managing climate change, environmental, or natural resources programs in developing countries is required. Solid technical knowledge of climate change adaptation planning, monitoring and evaluation, knowledge management, ecosystem-based adaptation, and climate risk management is essential. Experience with GEF/GCF projects and providing technical support to governments in Rwanda or East Africa is desirable.
