Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The Supply Officer reports to the Head of the Procurement, Logistics, and Global Support Unit (PLU), which is part of the General Administrative Services Section (GASS) within the Programme Support and Management Services (PSMS).
Job Purpose
The Supply Officer is responsible for managing the supply chain, logistics, and property for OHCHR. This includes acquiring, managing, and tracking supplies, equipment, materials, property, and services. The role involves developing and implementing procedures, forecasting needs, designing tracking software, and initiating procurement actions. The officer will conduct market research, review requirements, perform technical surveys, and manage the redeployment of surplus assets. Ensuring accurate accounting, reporting, and internal controls is crucial. The position also involves analyzing performance reports, maintaining inventory control, preparing reports, monitoring third-party procurement, and handling write-off and disposal cases. Data analysis and visualization for planning and decision-making are key aspects of the role.
Responsibilities
Manage the end-to-end supply chain, logistics, and property for OHCHR, including acquisition, furnishing, management, and tracking of all supplies, equipment, materials, property, and services. Develop, review, and manage guidance, procedures, and workflows for global support services and records management. Plan and forecast organizational needs for machinery, equipment, materials, services, supplies, and utilities. Design and utilize software for tracking, reconciliation, and costing. Initiate procurement, maintenance, write-off, and disposal actions for items. Conduct market research and adapt best practices to UN requirements. Establish and review OHCHR requirements, initiating actions to fulfill them. Perform technical surveys to ensure efficient resource utilization and develop plans for redeploying surplus assets. Ensure accurate accounting, reporting, and internal control systems are maintained. Analyze problems and performance reports, providing remedial actions. Maintain accurate allocation and control of all equipment and stores. Prepare reports for management and monitor third-party procurement status. Review, prepare, and defend write-off and disposal cases, following up on recommendations. Provide guidance to junior staff and utilize data visualization methods for reporting and decision-making.
Work Experience
A minimum of five years of progressive experience in supply chain services, administration, logistics, engineering, or property management is required. Experience supporting global operations for an international organization is necessary. Proficiency in MS Office, Umoja, SAP, or similar ERP tools is essential. Experience in data collection, analysis, presentation, and drafting reports/guidelines is also required. Two or more years of experience in data analytics or reporting is desirable.
