Organizational Context
The UN Secretariat's Economic and Social Commission for Asia and the Pacific (ESCAP), Transport Division, is implementing a project to enhance the capacity of member states in developing and implementing low-carbon and resilient transport action plans. This initiative aims to accelerate climate action by addressing technical, institutional, and financial gaps in the transition to sustainable transport.
Job Purpose
This role serves to provide essential technical expertise to support Fiji's national undertaking in developing its NDC 3.0 Costed Implementation Plan (CIP) for transport. The purpose is to transform NDC targets into a prioritized, costed, and financially viable project pipeline, guiding public and private investment, attracting climate finance, and accelerating on-the-ground implementation. The role contributes to Fiji's journey towards a climate-resilient, low-emission future by ensuring the CIP effectively translates climate ambitions into tangible, sustainable results, with a focus on the nexus of transport, gender, and climate change.
Responsibilities
Key responsibilities include conducting a detailed sectoral analysis of Fiji’s transport mitigation targets and decarbonization strategies to identify priority policies. The role involves developing a costed project pipeline by assessing and prioritizing potential transport mitigation projects, including detailed cost estimations (CAPEX/OPEX) and identifying investment gaps. The consultant will lead the drafting of comprehensive transport mitigation chapters for the CIP, articulating targets, timelines, responsible entities, and MRV frameworks. Additionally, the role requires technical coordination to integrate transport mitigation components with adaptation, loss and damage, and cross-cutting themes like gender. Active participation in stakeholder engagement, workshops, and validation meetings is crucial to ensure national ownership and technical robustness of the CIP.
Work Experience
A minimum of 7 years of working experience is required in sustainable transport, climate change mitigation, transport decarbonization, or transport finance. Demonstrated expertise in GHG accounting, transport modelling, developing mitigation project pipelines, and transport policy analysis, particularly within the Pacific region, is essential.
