Organizational Context
This Programme Management Officer position is situated within the Office of the Under-Secretary-General (OUSG) for Operational Support at the UN Secretariat. The role reports directly to the Special Assistant to the Under-Secretary-General (USG) of the Department of Operational Support (DOS), contributing to the strategic direction and operational effectiveness of the department.
Job Purpose
The Programme Management Officer plays a crucial role in supporting the Under-Secretary-General (USG) for Operational Support by assisting in the formulation and execution of the department's strategic direction. This involves ensuring the USG is well-briefed, conveying guidance to managers, and monitoring operational support across United Nations operations, including field missions. The role is instrumental in developing, implementing, and evaluating programmes and projects, preparing comprehensive briefing materials, and coordinating support for USG missions. Furthermore, the incumbent will contribute to policy development, conduct research and analysis, and prepare high-quality written outputs to facilitate effective decision-making and operational delivery.
Responsibilities
The Programme Management Officer will assist the USG in defining and implementing the department's strategic direction by ensuring comprehensive briefings and effective execution of directives. Key duties include conveying guidance to DOS managers, monitoring strategic support and operational requirements in UN operations, and ensuring effective field support. The role involves developing, implementing, and evaluating programmes and projects, including planning USG missions and preparing necessary briefing materials. Responsibilities extend to reviewing documents, identifying issues, initiating corrective actions, and liaising with relevant parties. The incumbent will act as a focal point for research, analysis, and presentation of information, participate in departmental policy development, and prepare high-quality written outputs such as reports, speeches, and background papers. Additionally, the role provides substantive support for meetings, coordinates with various departments and organizations, and manages incoming communications.
Work Experience
A minimum of seven years of progressive experience in project or programme management, administration, or a related area is required. Essential experience includes drafting analytical reports, policy briefings, and high-level speeches, as well as working with senior officials on policy and programme management. Experience with field support issues and in a senior official's front office is desirable.
