Organizational Context
This temporary position is within the Operational Standards & Support Section (OSSS) of the Investigations Division (ID) in the Office of Internal Oversight Services (OIOS) at the UN Secretariat in New York. OIOS serves as the UN's internal oversight body, providing audit, investigation, inspection, and evaluation services to assist the Secretary-General in overseeing organizational resources and staff.
Job Purpose
The Investigator will plan, organize, conduct, and manage investigations into alleged misconduct, malfeasance, fraud, corruption, waste, sexual exploitation and abuse (SEA), sexual harassment, and violations of UN Regulations and Rules. This role provides operational support to the Investigations Division, advises on jurisprudence, promotes inter-divisional cooperation, and develops/maintains guidance materials. The position also supports intake and referral services, reviews investigation reports, and oversees statistical reporting and data analysis to identify trends and inform decision-making.
Responsibilities
Plan, organize, conduct, and manage investigations into alleged misconduct, malfeasance, fraud, corruption, waste, SEA, sexual harassment, and violations of UN Regulations and Rules. Provide operational support for investigation and post-investigation activities. Advise on the operational implications of UN jurisprudence and resolutions. Foster cooperation with other OIOS divisions and Secretariat departments. Develop, maintain, and monitor UN guidance materials, policies, and procedures. Support intake services, including hotline management, preliminary assessments, and engagement with other offices. Manage a centralized referral service, including drafting correspondence and follow-up. Review and ensure quality assurance of investigation reports. Oversee statistical reporting and data analysis for trend identification and decision-making.
Work Experience
A minimum of seven years of progressive experience in investigation-related work, including supervisory functions, is required. Experience in evidence gathering, analysis, and presentation is essential. International investigation experience and experience within international public institutions are desirable. Two or more years of data analytics experience is also desirable.
