Organizational Context
This temporary position is based in Geneva within the Secretariat of the Commission of Inquiry on the Syrian Arab Republic. The role reports to the Coordinator of the Secretariat and works in coordination with designated managers, contributing to the Commission's understanding of security sector matters.
Job Purpose
The Military Adviser's purpose is to provide expert analysis and advice on military, security sector, and police-related matters to the Commission of Inquiry on the Syrian Arab Republic. This involves collecting and analyzing information on state and non-state security structures, command responsibility, and methods of warfare. The role supports the Commission's investigations by assessing the operating environment, identifying perpetrators, and contributing to investigation strategies and reports. The incumbent will also advise on gathering evidence related to human rights and international humanitarian law violations, ensuring a gender perspective is integrated throughout their work.
Responsibilities
Collect and analyze information on the security sector, military, and police to inform the Commission's understanding and advise its members and investigators. Map and analyze state security structures, including paramilitary units, police, armed groups, command responsibility, and institutional relationships. Advise on military and security sector matters, including methods of warfare, ballistics, and weaponry. Participate in developing investigation strategies and plans. Assess the operating environment for various security forces. Conduct investigations into specific incidents and participate in field missions. Identify units and commanders involved in key events. Liaise with security sector officers as directed. Provide internal analysis and briefings on military and security issues for Commission reports. Advise investigators on gathering information on alleged perpetrators of violations. Ensure gender perspective integration in all responsibilities.
Work Experience
A minimum of seven years of progressively responsible military experience is required. Experience in applying international humanitarian law is essential. Experience with the UN or other international organizations, advising on human rights or criminal investigations, and regional work experience are desirable.
