National Team Member for UNSDCF evaluation
Organizational Context
The UN Secretariat's Resident Coordinator System seeks a National Team Member to support the evaluation of the Kyrgyzstan United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027. This role is part of a three-member evaluation team, providing crucial national perspective and logistical support throughout the evaluation process, contributing to accountability and future planning.
Job Purpose
The purpose of this role is to provide national expertise and support for the evaluation of the Kyrgyzstan UNSDCF 2023-2027. This evaluation is a mandatory, independent system-wide country assessment conducted in the penultimate year of the framework's implementation to inform its completion and the design of the next cycle. The role contributes to ensuring accountability, facilitating organizational learning, and informing strategic decisions for future UN development cooperation in Kyrgyzstan. By focusing on achieved development results, identifying gaps and overlaps, and adhering to rigorous, ethical methodologies, the evaluation aims to systematically assess the UNSDCF's contributions to national priorities and the SDGs, ensuring credible and evidence-based recommendations.
Responsibilities
Support the implementation of the UNSDCF evaluation process in line with UNEG norms and standards. Conduct desk reviews of strategic, programmatic, and policy documents. Assist in mapping stakeholders and organizing consultations, interviews, focus group discussions, and workshops. Participate in field visits to support data collection in selected regions of Kyrgyzstan. Collect, compile, and analyze qualitative and quantitative information. Provide contextual analysis of national development priorities, governance structures, and UN partnerships. Support drafting and editing of evaluation deliverables, including background notes, presentations, and report sections. Assist with translation and interpretation between English and Russian/Kyrgyz as needed. Contribute to validation processes and the incorporation of stakeholder feedback into final evaluation outputs. Ensure all work adheres to principles of gender equality, human rights, disability inclusion, and Leave No One Behind, maintaining confidentiality and ethical handling of information.
Work Experience
Minimum of 5 years of relevant professional experience in programme evaluation, research, development cooperation, or governance. Experience supporting UN programme or donor-funded project evaluations is desirable. Proven experience in qualitative and quantitative data collection and analysis is required. Familiarity with results-based management, SDGs, and UN programming processes is an asset. Experience organizing stakeholder consultations and workshops is desirable.
