The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster risk reduction efforts. It guides, monitors, and reports on the implementation of the Sendai Framework. This role supports Albania's efforts to strengthen national and local capacities for DRR financing and risk-informed investments, contributing to enhanced resilience and regional coherence.
Job Purpose
This consultancy aims to strengthen national and local government capacities in Albania for disaster risk reduction (DRR) financing and risk-informed investments. The role will focus on improving the alignment of public financing mechanisms, municipal investment planning, and institutional coordination processes. By providing technical support within Albania's evolving policy context, the position will enhance disaster and climate resilience and foster stronger regional coherence across the Western Balkans. The consultant will lead efforts to promote DRR financing and risk-informed investments, contributing to the effective execution of DRR resources and strengthening investment planning.
Responsibilities
The consultant will lead technical support for DRR financing and risk-informed investments in Albania. Key duties include conducting desk research, data and policy analysis, and macro-fiscal risk modelling. The role involves technical consultations with national stakeholders, including ministries, agencies, and financial institutions. Responsibilities also include identifying practical entry points for municipal engagement in DRR investment planning, budgeting, and implementation. The consultant will develop a DRR financing landscape study, assess economic impacts of disasters, analyze financing policies and flows, and create capacity-building materials for local authorities. Finally, the consultant will organize and facilitate a national workshop to present findings and agree on an action plan.
Work Experience
A minimum of 7 years of working experience in public finance, DRR/climate finance, or disaster risk management is required. Experience in DRR and civil protection policies, public financial management, and decentralization reforms in Albania is essential. Experience engaging with and coordinating stakeholders in a political setting and delivering similar technical assistance is desirable.
