FINANCE AND BUDGET OFFICER (Cost Recovery)
Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support across the UN Secretariat. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including finance and ICT. This role is within the front office of the Deputy Director RSCE, reporting directly to them and collaborating with the Budget Unit.
Job Purpose
The Finance and Budget Officer (Cost Recovery) is responsible for managing and implementing the RSCE's cost recovery mechanism. This involves preparing budget proposals, administering cost recovery processes, planning and allocating resources, and monitoring financial performance. The role ensures compliance with policies, supports client agreements, oversees billing, and monitors revenue collection. Additionally, the officer provides training on cost recovery policies and acts as a Certifying Officer to ensure financial integrity and compliance with regulations and rules.
Responsibilities
Key responsibilities include:
Budget Preparation: Reviewing and finalizing cost estimates and budget proposals for cost recovery, ensuring compliance with mandates, and coordinating responses to queries from intergovernmental bodies.
Cost Recovery Administration: Supporting the implementation of the cost recovery mechanism, providing guidance on policies and processes, managing end-to-end implementation, and documenting procedures.
Cost Planning and Allocation: Developing cost recovery plans and liquidity forecasts, coordinating annual rate card updates, administering and monitoring resources, analyzing cost plan amendments, and reporting on budget performance.
Service Provision and Monitoring: Contributing to Service Level Agreements, coordinating client service and performance monitoring, overseeing billing and receivables, monitoring revenue collection, and ensuring the financial health of cost recovery activities.
General Duties: Providing training on cost recovery policies, staying updated on relevant guidelines, acting as a Certifying Officer, ensuring system integrity, and performing other assigned duties.
Work Experience
A minimum of five years of progressively responsible experience in budget, administration, or finance is required. Specific experience in all aspects of cost recovery administration and with SAP-based ERP systems (like Umoja) for cost recovery is essential. Experience in a UN or similar international organization is desirable.
