Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA) supports human development and democratic transition in the region. The NAFS programme, active since 2012, serves as a platform for dialogue and policy needs assessment for post-conflict Syria. This consultancy role supports institutional development and legislative reform within this framework.
Job Purpose
This consultancy aims to bolster institutional development in Syria, with a specific focus on enhancing parliamentary functions and legislative reform. The consultant will share best practices, facilitate knowledge exchange, and develop comprehensive policy briefs and analytical notes. These outputs will address key parliamentary topics, particularly the role of parliament in technology and digital transformation, tailored to the Syrian context. The consultant will also present findings to Members of Parliament, contributing to evidence-based policy-making and supporting Syria's transitional phase and recovery efforts.
Responsibilities
Conduct research on parliamentary functions, emphasizing technology and digital transformation, and drawing on international best practices. Prepare concise policy briefs and analytical notes relevant to the Syrian context, offering practical recommendations. Develop and deliver presentations summarizing key findings to Members of Parliament and other stakeholders. Facilitate knowledge exchange and incorporate feedback to refine all deliverables. Support the Syria Portfolio Coordinator/NAFS Programme Manager in achieving project objectives related to institutional development and legislative reform.
Work Experience
A minimum of 10 years of experience in digital transformation policy and working with government institutions is required. An in-depth understanding of the Syrian context and its institutional structure is desirable. Previous contributions to academic or policy literature are also desirable.
