Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports Project F218, "Building resilience in the landscapes of Kigoma region, Tanzania," a GCF-funded initiative. UNEP acts as the accredited entity, collaborating with the Tanzanian Vice President's Office, UNHCR, and various government agencies and NGOs.
Job Purpose
The Social & Environment Safeguards expert will provide crucial technical assistance to ensure Project F218 in Tanzania complies with applicable Green Climate Fund (GCF) and UNEP environmental and social safeguard policies. This role involves guiding the project management unit and implementing partners to embed and monitor safeguards, manage risks, and ensure the project's alignment with sustainability and ethical standards throughout its five-year implementation period. The expert will contribute to the overall success and responsible execution of the resilience-building initiative.
Responsibilities
Ensure project compliance with GCF and UNEP social and environmental safeguard policies. Provide technical guidance and capacity building to the Project Management Unit, national Gender and Safeguards Officer, and implementing partners. Oversee the implementation and management of safeguards instruments and gender action plans. Update the Environmental and Social Management System (ESMS) and develop an ESS Monitoring Plan. Coordinate the development of site-specific Environmental and Social Management Plans (ESMPs). Support the operationalization of a Grievance Redress Mechanism (GRM) and a Sexual Exploitation, Abuse, and Harassment (SEAH) Protocol. Conduct annual project visits to monitor adherence to policies, screen risks, and provide training. Review reports and contribute to addressing queries from government, UNEP, and GCF.
Work Experience
A minimum of 7 years in a senior technical position focused on institutional strengthening and capacity building for climate change adaptation or environmental projects. This includes at least 5 years of professional experience managing environmental and social safeguards, with a focus on ecosystem rehabilitation or climate change adaptation. Proven experience developing social and environmental safeguard instruments is essential. Experience with GCF, GEF, or similar donor-funded projects is desirable.
