Job Purpose
This consultancy aims to develop a draft methodological framework for mapping and classifying green works under India's Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-GRAMG) Act. It also involves creating a draft Key Performance Indicator (KPI) framework to objectively monitor the green outcomes of permissible works. The role contributes to aligning rural employment programming with national development visions and strengthening accountability and infrastructure outcomes. The consultancy is expected to be completed remotely over four months, producing key policy documents for effective implementation and monitoring of green initiatives within the rural development sector.
Responsibilities
The primary responsibilities include developing a draft methodological framework for classifying green works under the VB-GRAMG Act, detailing criteria and methodologies. This involves reviewing policy papers, scheme guidelines, and background documents. A key task is to analyze permissible works and create a framework linking them to green outputs and broader green economy objectives. Additionally, the consultant will develop a draft KPI framework for monitoring green outcomes of selected permissible works. This will require consultation with UNEP, UNDP, ILO, MoRD, and other relevant experts, incorporating feedback, and submitting revised final outputs within the agreed timeline.
Work Experience
A minimum of 5 years of working experience in the development sector is required, with a preference for experience in rural development. Experience working with UN agencies, government bodies, or international organizations in areas like sustainable livelihoods or rural development is necessary. Experience in local-level governance and planning in India is desirable.
Skills
Strong analytical, research, and writing skills are essential for producing policy papers and strategic recommendations.
