Organizational Context
This position is situated within the Procurement and Contracts Unit of the United Nations Office at Geneva's Division of Administration, Central Support Services, Purchase and Transportation Section. The role operates under the general supervision of the Chief of the Procurement and Contracts Unit.
Job Purpose
The Procurement Officer is responsible for managing all procurement and contractual aspects of complex projects, encompassing a wide range of global services and commodities. This includes planning, developing, and overseeing procurement activities, advising requisitioning units, and managing the entire procurement cycle from tender preparation to bid evaluation. The role involves formulating strategies, resolving procurement issues, negotiating with suppliers, and ensuring adherence to contractual agreements. Additionally, the incumbent will conduct market research, identify new technologies and suppliers, and prepare procurement-related documentation, while also providing guidance and supervision to junior staff.
Responsibilities
The Procurement Officer will plan, develop, and manage complex global procurement projects for diverse services and commodities, considering local economic conditions. Key duties include advising units on all procurement stages, preparing and distributing tenders, and managing bid evaluations. The role requires formulating strategies and innovative solutions for complex procurement challenges, establishing work programs for contracts, and negotiating with senior supplier representatives. The incumbent will sign procurement orders within delegated authority, prepare submissions for the Contracts Committee, and conduct market research to stay updated on developments and identify potential sources. Overseeing contract adherence, recommending amendments, and advising on contractual obligations are also crucial. The role involves preparing procurement documents and providing guidance and supervision to junior staff.
Work Experience
A minimum of five years of progressive experience in procurement, contract management, or administration is required. Experience in data analytics or a related area is desirable.

Professionalism in managing complex procurement cases, knowledge of procurement regulations and standards, contract law expertise, market research capabilities, and ability to influence agreements.
