The Archives and Records Management Section (ARMS) within the UN Secretariat's Department of Operational Support manages and preserves UN historical archives. ARMS provides access to records and offers advisory services to Secretariat entities, including peacekeeping operations. Job Purpose
This Business Analyst role supports the Archives and Records Management Section (ARMS) in designing procedures, governance, and technical requirements for a new evidence management framework and secure digital repository. The purpose is to address the UN's current lack of standardized procedures for handling, preserving, and accessing digital evidence generated during peacekeeping operations. This will enhance evidentiary integrity, chain of custody, authenticity, accessibility, and long-term preservation, thereby improving cooperation with Member States and international tribunals for accountability processes.
Responsibilities
The Business Analyst will analyze and map current "as is" processes for evidence management, identifying inefficiencies and designing "to be" processes. This includes developing Standard Operating Procedures (SOPs) for field missions on handling, preservation, chain of custody, metadata capture, and secure transfer of digital evidence, as well as SOPs for ARMS on long-term preservation, integrity, access control, and lifecycle management. The role also involves gathering requirements for a digital repository through stakeholder interviews and workshops, translating business needs into functional requirements, user stories, and acceptance criteria, and producing documentation such as Business Requirements Documents (BRDs) and process maps. Facilitating stakeholder consultations and validation workshops is also a key responsibility.
Work Experience
A minimum of 7 years of professional experience is required in areas such as business analysis, evidence management, records and archives management in complex institutions, criminal investigations, or the design and implementation of secure digital repositories. Experience in UN peacekeeping, rule of law, or international justice mechanisms is strongly desirable. Experience developing SOPs, technical standards, and system requirements is essential.
Skills
Knowledge of business analysis techniques. Ability to translate complex requirements into implementable procedures. Strong stakeholder engagement and consultation skills. Excellent drafting skills in English.
