SUPPLY OFFICER
Organizational Context
This role is based in Bogota within the United Nations Verification Mission in Colombia (UNVMC), under the Mission Support Division. The Supply Officer will lead the Life Support Unit, supervising critical support services including conference, catering, rations, fuel, and general supplies across all mission sites, managing an annual budget of approximately $2.2 million USD.
Job Purpose
The Supply Officer, as Chief of the Life Support Unit, is responsible for overseeing and managing essential support services for the United Nations Verification Mission in Colombia. This includes the development, review, and management of contracts for life support services, ensuring compliance with UN regulations. The role involves planning and budgeting for these services, monitoring vendor performance, and conducting market research to optimize operations. Key functions include leading technical assessments, managing asset redeployment, ensuring accurate inventory records using SAP ERP and Microsoft tools, analyzing audit findings, and preparing reports. The position also entails tracking goods in transit, reviewing supply cases for contract committees, and guiding the Life Support Unit personnel, integrating environmental sustainability and gender-sensitive approaches.
Responsibilities
Develops, reviews, and manages contracts for life support services (catering, rations, fuel, water, general supplies), ensuring UN compliance. Plans and prepares cost estimates, budget implications, and long-term forecasts for life support services. Monitors contract implementation and vendor performance, addressing shortfalls proactively. Conducts market research and reviews best practices in life support operations. Initiates procurement processes and maintenance aligned with environmental sustainability guidelines. Leads technical assessments and field visits for mission site planning, implementation, and closure. Develops asset redeployment and disposal plans during mission transitions. Ensures accurate inventory records and internal controls using SAP ERP and Microsoft tools. Analyzes audit findings and operational challenges, implementing corrective actions. Prepares and validates reports from SAP ERP and other tools, ensuring data accuracy. Tracks goods in transit and ensures timely receipt and inspection. Reviews and prepares supply cases for contract committees (LCC/HCC). Guides and supervises Life Support Unit personnel, including mentoring junior staff. Integrates environmental sustainability and gender-sensitive approaches into life support planning and implementation.
Work Experience
A minimum of ten years of progressive experience in supply services, logistics, or related fields is required (reduced to five years with a first-level university degree). At least four years of supervisory experience in fuel, rations, or inventory warehouse management is mandatory. Experience with ERP systems (SAP/Umoja, Power BI) and budget management is desirable, as is experience in international peacekeeping operations.
Skills
Professionalism in life support operations, inventory management, contract administration, and SOP development. Understanding of UN guidelines, procurement policies, and environmental standards. Analytical and problem-solving skills, with proficiency in data research, operational planning, and reporting tools (Power BI). Ability to establish and supervise management control systems for assets and vendor performance. Strong planning, organizing, and time management skills. Accountability, client orientation, and performance management capabilities. Proficiency in English and Spanish.
