Organizational Context
The UN Resident Coordinator (RC) leads the UN Country Team (UNCT) in the Philippines, supported by the UN Resident Coordinator Office (UNRCO). UNRCO ensures effective coordination, strategic planning, partnerships, data management, communications, and advocacy. The UN Information Centre (UNIC) Manila aligns closely with RCO operations. This consultancy strengthens the UN's digital presence within this communications framework.
Job Purpose
This consultancy aims to significantly strengthen the United Nations' communications and digital presence in the Philippines, recognizing the critical role digital communication plays in shaping awareness and engagement. The primary purpose is to enhance the UN's reach, visibility, followers, subscribers, and overall impact, particularly among youth and underrepresented groups, through effective digital engagement. This involves developing and implementing a robust social media strategy and producing localized, timely, inclusive, and youth-friendly multimedia content optimized for local audiences. A crucial contribution of this role is to build the internal capacity of the UNIC team and the UN Philippines Communications Group. By equipping designated staff with essential tools and skills, the consultant ensures the continuity and sustainability of digital communication efforts beyond the consultancy's tenure, fostering greater awareness and engagement with UN initiatives across various digital platforms.
Responsibilities
The consultant will produce digital media content, promoting the work, activities, and impact of UN Philippines. This involves delivering at least four localized, audience-relevant campaign/content packages per month, utilizing raw materials from UN agencies and headquarters. A significant portion of the role (40%) is dedicated to this content creation. The consultant will identify opportunities and implement strategies to expand digital reach and engagement, with a specific focus on youth and underrepresented communities in the Philippines (20%). This includes developing relationships with influencers for joint content production and amplification of UN messages. A key responsibility (15%) is to coach and tutor the UNIC team through weekly meetings and one-on-one engagement, enhancing internal capacity. Additionally, the consultant will provide input, feedback, and strategic advice (25%) for UN Philippines communications in areas beyond digital media, such as press, marketing, exhibitions, and emergency/humanitarian communications. This also involves supporting the development and use of digital collaboration, information-exchange, and progress tracking tools, ensuring alignment with corporate communications deliverables, events, and deadlines. All materials produced must adhere to UN branding, accessibility, and ethical communication standards.
Work Experience
A minimum of five years of experience in social media, public information, or public relations is required. Essential experience includes proven ability to manage and execute digital campaigns across platforms like Instagram, Facebook, X (Twitter), TikTok, and YouTube. Experience in acquiring, analyzing, and reporting on social media data using analytics tools (e.g., Meta Insights, Twitter Analytics, Google Analytics) is also required.
