SECURITY OFFICER
Organizational Context
This position is based in Mogadishu with the United Nations Support Office in Somalia (UNSOS). The United Nations Department of Safety and Security (UNDSS) oversees the UN's security management system. The incumbent reports to the Chief Security Officer, operating under the overall management of the Principal Security Adviser.
Job Purpose
The Security Officer is responsible for assisting the Chief Security Officer in supervising a security unit and developing security contingency plans. This role involves assessing local security conditions, advising UN personnel on security issues, and serving as a member of the Security Cell. The officer will evaluate evacuation capabilities, coordinate emergency response systems, and assess operational security risks. Key duties include monitoring security operations, maintaining communication with stakeholders, ensuring fire safety, conducting physical security inspections, and managing guard forces. The position also entails providing security advice and training, investigating incidents, and contributing to the procurement of security equipment.
Responsibilities
Assists in the supervision of a Security Unit and develops/monitors security contingency plans. Assesses local security conditions, identifies trends, and advises UN personnel. Contributes to the implementation and evaluation of the security plan as a member of the Security Cell. Evaluates evacuation capabilities, conducts drills, and recommends actions. Manages a 24-hour Emergency Response System and assesses operational security risks. Monitors and coordinates security operations, maintaining communication with stakeholders. Ensures fire safety measures and conducts physical security inspections. Manages guard forces, conducts security surveys, and implements security arrangements. Provides security advice and training, identifies training needs, and investigates security incidents. Contributes to protective services planning, drafts requirements for security equipment, and inspects equipment. Coordinates identity cards, background checks, and entry controls. Establishes and manages a warden system and acts as Duty Officer. Builds and strengthens partnerships with high-level stakeholders, including government officials, to facilitate access arrangements.
Work Experience
A minimum of eight years of progressive experience in military, police, or security management is required, including at least two years at the international level and one year in a conflict/post-conflict environment. Experience in building partnerships with high-level stakeholders for access arrangements is desirable.
