The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is implementing a Development Account project focused on catalyzing finance and investments for climate action while ensuring debt sustainability in developing Asia-Pacific countries. This project aims to support selected countries in assessing their macroeconomic exposure to climate risks and identifying strategies for resilience.
Job Purpose
This consultancy aims to support Cambodia in developing its analytical capacity to integrate climate risks into macroeconomic and fiscal policy planning. The consultant will adapt a standardized analytical approach to Cambodia's context, assessing macroeconomic exposure to climate risks, evaluating policy readiness, and identifying sustainable fiscal, monetary, and financing strategies. The role involves applying a climate-risk lens to public finances and debt, assessing impacts on fiscal resilience and debt vulnerabilities, and proposing climate risk-informed policy options. The work will inform policy dialogue and capacity-building workshops, contributing to the integration of climate considerations into Cambodia's public investment and debt management strategies.
Responsibilities
The consultant will conduct a macroeconomic-fiscal-climate assessment study for Cambodia. This includes establishing a baseline for climate-debt analysis, assessing macroeconomic exposure to climate risks, and defining an analytical framework for tracing climate shocks into macro-fiscal outcomes. The role involves designing and analyzing policy-relevant climate scenarios (Current Policies, NDCs, Orderly Transition, Disorderly Transition) to illustrate implications for fiscal space, financing needs, and debt vulnerabilities. Based on scenario results, the consultant will assess readiness for managing risks, identify capacity gaps, and propose tailored policy recommendations. These recommendations will cover fiscal strategies, financing instruments (including sustainable finance and sovereign sustainability bonds), financial sector regulation, and monetary policy implications. The consultant will also prepare and deliver a policy-focused presentation and participate in a national capacity-building workshop.
Work Experience
Experience in analytical or advisory roles supporting national governments or international development agencies is highly desirable. A broad and in-depth understanding of macroeconomic policy, climate risk analysis, climate-integrated debt diagnostics, and fiscal instruments is required, along with sound knowledge of the policy landscape and challenges in Cambodia.
