Consultant - Strategic Human Resources Planning and Competency Management Systems Development
Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA), through its Governance and Conflict Prevention Cluster, supports member states in advancing public sector governance and institutional modernization. This consultancy supports the Ministry of Digital Transition and Administration Reform of the Kingdom of Morocco in developing a modern, integrated framework for strategic human resources management and competency-based workforce planning.
Job Purpose
This consultancy aims to support the Ministry's transition from traditional personnel administration to a strategic, competency-based management system. The goal is to enhance institutional performance, sustain critical competencies, and enable anticipatory workforce planning. The role will strengthen the Ministry's capacity to modernize job frameworks, improve strategic workforce planning, enhance recruitment and evaluation processes, identify competency gaps, ensure continuity of critical skills, and prepare for digital transformation and administrative reform, ultimately aligning HR practices with evolving institutional needs and future workforce requirements.
Responsibilities
The consultant will assess the current HR management situation and existing approaches. Key duties include reviewing and updating job and competency reference frameworks, developing strategic workforce planning and competency management approaches, and conducting competency mapping and gap analysis. The role involves identifying critical and future competencies, preparing practical implementation tools and procedures, strengthening monitoring and evaluation mechanisms, and developing guidance for implementation and sustainability. The consultant will also support the development of practical tools for workforce planning and GPEC implementation, link competency frameworks to HR processes, and contribute to capacity-building initiatives.
Work Experience
At least 5 years of professional experience in public sector human resources management, competency-based management systems, workforce planning, or institutional reform is required. Demonstrated experience in developing competency frameworks, job reference systems, or strategic workforce planning methodologies is essential. Experience with government institutions or international organizations is highly desirable.
