Organizational Context
The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to develop a guidebook on Jordan's Personal Data Protection Law. This role supports digital transformation and the responsible deployment of emerging technologies by ensuring strong legal safeguards for citizens and fostering trust in digital services within the Arab region.
Job Purpose
The purpose of this role is to develop a practical and clear guidebook for the implementation of Jordan's Personal Data Protection Law (PDPL). This guidebook will translate the legal framework into actionable procedures for public and private sector employees and citizens, reducing inconsistent interpretations and building institutional capacity. By providing operational guidance, the consultant will help ensure consistent and confident compliance with the law, thereby strengthening trust in Jordan's digital economy and public administration. This initiative is in response to a request from Jordan's Ministry of Digital Economy and Entrepreneurship (MoDEE) for advisory services on cyber legislation.
Responsibilities
The consultant will develop a detailed guidebook on Jordan's Personal Data Protection Law. Key duties include reviewing national legislation, policies, and relevant references in Jordan concerning digital transformation and data protection. The consultant will also research regional and international best practices for data protection implementation guides. Stakeholder engagement through interviews and meetings with public and private sector representatives is required. The consultant will draft the guidebook, ensuring clear language, practical examples, and alignment with data protection principles. They will also contribute to national workshops, incorporate feedback from ESCWA, MoDEE, and stakeholders, and ensure gender-sensitive language and consideration for youth dimensions in the report.
Work Experience
A minimum of 5 years of experience in data privacy is required. Experience in IT, Privacy, or Digital Law is relevant to this role.
Skills
Proficiency in written and spoken English and Arabic is required. Experience in IT, Privacy, or Digital Law. Ability to conduct research, stakeholder engagement, and report writing. Familiarity with data protection principles and best practices.
