Job Purpose
The purpose of this role is to contribute to the evaluation of the UNSDCF 2023–2027 in Cabo Verde. The specialist will provide in-depth national context knowledge, support stakeholder engagement, and conduct data collection and analysis, focusing on human development, social inclusion, and gender equality. The evaluation assesses the UN's strategic positioning, performance, and contribution to national development results and SDG advancement, ensuring alignment with national priorities and the 2030 Agenda. The role is integral to strengthening the UN development system's effectiveness and responsiveness.
Responsibilities
The National Evaluation Socio-Economic and Gender Specialist will provide in-depth national context knowledge and support stakeholder engagement. Key responsibilities include contributing to data collection and analysis, with a specific focus on human development, social inclusion, and gender equality aspects of the UNSDCF evaluation. The specialist will examine the UNSDCF's contributions to social services and human well-being, leading data collection on outcomes related to poverty reduction, education, health, and other relevant SDGs. Ensuring the integration of Gender Equality and Leave No One Behind themes is critical. Responsibilities also encompass facilitating access to national stakeholders and data, supporting fieldwork, interviews, and focus groups, providing contextual analysis, validating findings, and contributing to drafting evaluation report sections.
Work Experience
A minimum of 5 years of experience in program design, implementation, or evaluation within social development sectors (e.g., health, education, social protection) is required. Experience with gender-responsive and human rights-based evaluation approaches is desirable. Strong knowledge of Cabo Verde's social sector challenges and national development policies is also desirable.
