Organizational Context
The United Nations Environment Programme (UNEP) is the UN's designated entity for global and regional environmental issues. Its mandate includes coordinating environmental policy and monitoring emerging issues. This consultancy is based at UNEP Headquarters within the Evaluation Office, reporting to the Executive Director, Evaluation Manager, and Director of the Evaluation Office.
Job Purpose
This role serves as an Evaluation Consultant for the Terminal Evaluation of the UNEP/GEF project focused on creating the Conkouati-Dimonika Protected Area Complex and developing a community-private sector participation model in the Republic of Congo. The consultant will conduct an in-depth, participatory evaluation using mixed methods to assess project achievements against expected outputs, outcomes, and impacts. The purpose is to provide a comprehensive evaluation report, including an inception report, draft report, and final report, contributing to lessons learned and future conservation strategies in the Congo Basin.
Responsibilities
The Evaluation Consultant will manage the terminal evaluation process, ensuring timely delivery of outputs. Key responsibilities include conducting a preliminary desk review and introductory interviews, drafting a reconstructed Theory of Change, preparing the evaluation framework, and developing protocols for desk reviews and interviews. The consultant will also plan the evaluation schedule, prepare and finalize the Inception Report. During the data collection and analysis phase, responsibilities include conducting further reviews, in-depth interviews, and potentially evaluation missions to project sites. The consultant will report progress regularly to the Evaluation Manager and Project/Task Manager. Finally, the consultant will draft and finalize the Main Evaluation Report, prepare a Response to Comments annex, and potentially an Evaluation Brief, while maintaining positive and participatory relationships with stakeholders.
Work Experience
A minimum of nine years of technical and evaluation experience is required, preferably including experience evaluating large, regional, or global programs and utilizing a Theory of Change approach. Desirable experience includes a strong understanding of community-based natural resource management, protected areas management, and knowledge of the UN system, particularly UNEP's work.
