SECURITY LIEUTENANT
Organizational Context
This position is within the Security and Safety Service of the United Nations International Residual Mechanism Criminal Tribunals in The Hague, Netherlands. The role reports to the Inspector/Assistant Chief of Security and Safety Service, operating under the overall supervision of the Chief of Security and Safety Service.
Job Purpose
The Security Lieutenant manages and organizes the Security and Safety Service operations in The Hague. This includes inspecting officer readiness, assigning personnel, and directly supervising staff, including performance evaluations and disciplinary actions. The role involves instructing and directing staff, ensuring posts are adequately manned, and overseeing equipment maintenance. The incumbent prepares incident reports, plans staffing for events, and assumes command during security emergencies. Responsibilities also include managing performance reporting systems, enforcing safety programs, preparing cost estimates, and drafting risk analyses. The position may involve deputizing for the Assistant Chief of Security and assisting with data analysis and reporting.
Responsibilities
Manage and organize Security and Safety Service activities and operations. Inspect officer readiness, attire, and equipment. Assign officers to posts and maintain communication with supervisory personnel. Directly supervise Security and Safety Service personnel, including performance evaluations and disciplinary actions. Instruct and direct staff on duties and responsibilities. Ensure all posts are effectively manned and conduct patrols to monitor performance. Maintain relevant equipment and records. Prepare and review incident reports, ensuring effective resolution of complaints. Plan staffing for meetings and special events. Assume command during emergency or heightened security situations. Manage performance reporting systems and disseminate information to reporting officers. Enforce Fire Prevention and Safety Programs. Prepare cost estimates and overtime documentation. Draft risk analyses and recommend inter-unit redeployments. Deputize for the Assistant Chief of Security and replace the Section Planner when necessary. Assist with data collection, analysis, and report preparation.
Work Experience
A minimum of seven years of experience in police, military, or security services within the UN or similar international organizations is required. This is reduced to five years for candidates with a first-level university degree or higher. Experience with UN International Criminal Tribunals is desirable, as is at least one year of experience in data analytics.
